I'm one of those people that can see flicker all the way past 75Hz and it only becomes stable at 85Hz. Besides, since the system isn't mine, I'd have difficulties getting any more information and it would be impossible to reproduce. The bug you referred to, seemed to be the same as s070jt1 one I found.
